Hurricane George: How the White House drowned New Orleans

It's been two years. And America's media is about to have another tear-gasm over New Orleans. Maybe Anderson Cooper will weep again. The big networks will float into the moldering corpse of the city and give you uplifting stories about rebuilding and hope.
Now, let's cut through the cry-baby crap. Here's what happened two years ago - and what's happening now.
This is what an inside source told me. And it makes me sick:
"By midnight on Monday, the White House knew. Monday night I was at the state Emergency Operations Center and nobody was aware that the levees had breeched. Nobody."
The charge is devastating: That, on August 29, 2005, the White House withheld from the state police the information that New Orleans was about to flood. From almost any other source, I would not have believed it. But this was not just any source. The whistle-blower is Dr. Ivor van Heerden, deputy director of the Louisiana State University Hurricane Center, the chief technician advising the state on saving lives during Katrina.
I'd come to van Heerden about another matter, but in our talks, it was clear he had something he wanted to say, and it was a big one. He charged that the White House, FEMA and the Army Corp hid, for critical hours, their discovery that the levees surrounding New Orleans were cracking, about to burst and drown the city.
Understand that Katrina never hit New Orleans. The hurricane swung east of the city, so the state evacuation directors assumed New Orleans was now safe - and evacuation could slow while emergency efforts moved east with the storm.
But unknown to the state, in those crucial hours on Monday, the federal government's helicopters had filmed the cracks that would become walls of death by Tuesday.
Van Heerden revealed:
"FEMA knew at 11 o'clock on Monday that the levees had breeched. At 2p.m. they flew over he 17th Street Canal and took video of the breech."
Question: "So the White House wouldn't tell you the levees had breeched?"
Dr. van Heerden: "They didn't tell anybody."
Question: "And you're at the Emergency Center."
Dr. van Heerden: "I mean nobody knew. The Corps of Engineers knew. FEMA knew. None of us knew."
I could not get the White House gang to respond to the charges.
That leaves the big, big question: WHY? Why on earth would the White House not tell the city to get the remaining folks out of there?
The answer: cost. Political and financial cost. A hurricane is an act of God - but a catastrophic failure of the levees is an act of Bush. That is, under law dating back to 1935, a breech of the federal levee system makes the damage - and the deaths - a federal responsibility. That means, as van Heerden points out, that "these people must be compensated."
The federal government, by law, must build and maintain the Mississippi levees to withstand known dangers - or pay the price when they fail.
Indeed, that was the rule applied in the storms that hit Westhampton Dunes, New York, in 1992. There, when federal sea barriers failed, the flood waters wiped away 190 homes. The feds rebuilt them from the public treasury. But these were not just any homes. They are worth an average of $3 million apiece - the summer homes of movie stars and celebrity speculators.
There were no movie stars floating face down in the Lower Ninth Ward nor in Lakeview nor St. Bernard Parish. For the 'luvvies' of Westhampton Dunes, the federal government even trucked in sand to replace the beaches. But for New Orleans' survivors, there's the aluminum gulag of FEMA trailer parts. Today, two years later, 89,000 families still live in this mobile home Guantanamo - with no plan whatsoever for their return.
And what was the effect of the White House's self-serving delay?
I spoke with van Heerden in his university office. The computer model of the hurricane flashed quietly as I waited for him to answer. Then he said, "Fifteen hundred people drowned. That's the bottom line."
They could have survived Hurricane Katrina. But they got no mercy from Hurricane George.

I bring you a message of comradeship and solidarity from the lesbian, gay, bisexual, transgender and intersex [LGBTI] human rights organizations OutRage! in London.
Your struggle is our struggle.
The quest for queer freedom is an international quest, in Russia and in all countries.
Gay and lesbian liberation is for all peoples everywhere, not just for some. We cannot accept dignity and rights for queers in Western Europe to the exclusion of queers in Eastern Europe and Russia.
We are in this fight for freedom together.
As long as gay people in Russia are not accepted and respected, then we are all diminished in all parts of the world. We are diminished regardless of whether we are gay or straight. An attack on one is an attack on all.
When gay rights are suppressed, it is a loss to the whole democratic and human rights movement. Conversely, when lesbian and gay people win victories, it is a victory for all lovers of freedom and liberty.
The advance of LGBTI human rights strengthens every struggle for freedom, justice and equality. It expands the democratic space for us all.
This is why it is so important that the LGBTI human rights movement is not separate from the broader human rights movement—but part of it.

It is sad to see some human rights activists here in Russia distance themselves from the LGBTI human rights campaign—and from this weekend's bid to stage the Moscow Pride march.
When human rights activists pick and choose which freedoms to defend, they undermine and compromise the whole human rights agenda.
Human rights are universal and indivisible.
That is why I stand shoulder-to-shoulder not only with the Russian LGBTI movement and the organizers of Moscow Pride, but also shoulder-to-shoulder with the human rights activists campaigning to bring justice to the killers of Anna Politkovskaya and other murdered journalists; those campaigning to end the war and torture in Chechnya; and with campaigners against the harassment of environmental activists and the victimisation of democracy activists, like Garry Kasparov.
These different struggles are essentially all the same—they all concern the defence of democracy and human rights against an increasingly authoritarian Russian State and Moscow City Government.
The ban on Moscow Pride is one aspect of a much wider attack on civil society and human rights. In this context of generalised repression, unity and solidarity are the key to winning all these different freedom struggles.
Alone and divided we are weak.
Together and united we are strong.
The ban on Moscow Pride is evidence of a flawed and failed transition from communism to democracy.
Russia's President and Moscow's Mayor are dragging the country back to autocracy. The right to hold a Moscow Pride march is not just an issue of gay rights, it is an defence of freedom of expression for all Russians—gay and straight.
The fundamental issue is the right to protest.
Together with others, LGBTI people are in the frontline of the struggle to defend the right to freedom of speech and assembly.

President Hugo Chavez Frias has announced that the cultivation of genetically modified crops will be prohibited on Venezuelan soil, possibly establishing the most sweeping restrictions on transgenic crops in the Western Hemisphere. Though full details of the administration's policy on genetically modified organisms (GMOs) are still forthcoming, the statement by President Chavez will lead most immediately to the cancellation of a contract that Venezuela had negotiated with the US-based Monsanto Corporation.
Before a recent international gathering of supporters in Caracas, President Chavez admonished genetically engineered crops as contrary to interests and needs of the nation's farmers and farm workers. He then zeroed in on Monsanto's plans to plant up to 500,000 acres of transgenic soybeans in Venezuela. "I ordered an end to the project," said President Chavez, upon learning that transgenic crops were involved. "This project is terminated."
President Chavez emphasized the importance of food sovereignty and security -- required by the Venezuelan Constitution -- as the basis of his decision. Instead of allowing Monsanto to grow its transgenic crops, these fields will be used to plant yuca (an indigenous crop), Chavez explained. He also announced the creation of a large seed bank facility to maintain indigenous seeds for peasants’ movements around the world.
The international peasants' organization Via Campesina, representing more than 60 million farmers and farm workers, had brought the issue to the attention of the Chavez administration when it learned of the contract with Monsanto. According to Rafael Alegria, secretary for international operations of Via Campesina, both Monsanto and Cargill are seeking authorization to produce transgenic soy products in Venezuela.
"The agreement was against the principles of food sovereignty that guide the agricultural policy of Venezuela," said Alegria when informed of the President’s decision. "This is a very important thing for the peasants and indigenous people of Latin America and the world."
Alegria has good reason to be concerned ... with a long history of social and environmental problems, Monsanto won early international fame with its production of the chemical Agent Orange - the Vietnam War defoliant linked to miscarriage, tremors, and memory loss, to which over a million people were exposed. More recently, the company has been criticized for side-effects that its transgenic crops and bovine growth hormone (rBGH) are believed to have on human health and the environment.
Closer to home in Venezuela, Monsanto manufactures the pesticide glyphosate, which is used by the neighboring Colombian government as part of its Plan Colombia offensive against coca production and rebel groups. The Colombian government aerially sprays hundreds of thousands of acres, destroying legitimate farms and natural areas like the Putomayo rainforest, and posing a direct threat to human health, including that of indigenous communities.
"If we want to achieve food sovereignty, we cannot rely on transnationals like Monsanto," said Maximilien Arvelaiz, an advisor to President Chavez. "We need to strengthen local production, respecting our heritage and diversity."
Alegria hopes that Venezuela's move will serve as encouragement to other nations contemplating how to address the issue of GMOs. "The people of the United States, of Latin America, and of the world need to follow the example of a Venezuela free of transgenics."

Caracas, May 19--Venezuelan President Hugo Chavez says Pope Benedict XVI owes Latin America an apology for saying indigenous people weren't coerced into accepting Catholicism.
Millions of tribal Indians are believed to have died as a result of European colonization backed by the Church, through slaughter, disease or enslavement.
But in a speech to Latin American and Caribbean bishops at the end of a visit to Brazil, the pope said the Church had not imposed itself on the indigenous peoples of the Americas.
Indian leaders in the region were outraged by the comments.
Speaking in a televised speech in Caracas, Chavez referred to the pope's remarks, saying the pontiff was ignoring the "genocide" that followed Christopher Columbus's 1492 landing in the Americas.
"You're terribly mistaken, your holiness, I beg your holiness to offer us an apology because what happened here was genocide,'' Chavez said at an event on freedom of expression.
"With all due respect your Holiness, apologize because there was a real genocide here and, if we were to deny it, we would be denying our very selves."
Chavez, who has expanded the rights of indigenous peoples from the Amazon rainforest to the Caribbean, said he felt he was Indian because Venezuelans are a mix of the European race and indigenous peoples.

Developers in this Hurricane Katrina-devastated area celebrated the announcement of plans to begin construction on an environmentally friendly new home.
NEW ORLEANS With a brass band accompaniment, developers in this city's devastated Lower 9th Ward celebrated the start of construction Thursday on an environmentally friendly new home, based on the winning design in a competition started by Brad Pitt.
Bundles of hay were used to outline the site of the first house, which will serve as a model home and visitor center while construction of other houses is under way. The first house is expected to be completed in August around the second anniversary of Hurricane Katrina.
The home will be made with energy-saving materials such as metal roofing and recycled textiles.
"Hopefully this can be a model for the level of redevelopment that can be done here," said Matt Petersen, president and chief executive officer of Global Green USA, the environmental group working with Pitt on the project.
Global Green plans to sell the homes and plans to give preference to former residents of the Lower 9th Ward's Holy Cross neighborhood, where the homes are being constructed.
Though absent from Thursday's celebration, Pitt, who's appeared in such films as "Babel" and the upcoming "Ocean's Thirteen," issued a statement to organizers from Prague, where he is visiting Angelina Jolie, who's making a movie there.
"I'm crying out for one of our leaders to really make this a priority," he said.
More than 1,000 New Orleans area schoolchildren were invited to Thursday's ceremony because Global Green is working to make their schools more energy efficient.
During a news conference Thursday, organizers announced that the Home Depot Foundation will be a partner in the 9th Ward project, which started with a design competition by Pitt in April 2006.
The winning plan, announced in August, was submitted by Matthew Berman and Andrew Kotchen of Workshop APD in New York. It includes designs for about a half-dozen single-family housing units, 18 apartments, a community center and play area.
Pitt has contributed $100,000 to help underwrite the contest and another $100,000 to help cover contest prize money; the whole project is valued at $7 million to $9 million. In January, he and Jolie purchased an early-1830s masonry mansion in the French Quarter for $3.5 million.

The Peasant's Bank and the Multinational Corporation
It's not a combination I would ever have expected to see -- Monsanto and the Grameen Bank. A huge corporation, one-time maker of some of the most pernicious chemicals ever to hit the environment, now an aggressive pusher of gene-spliced commodities, in partnership with a bank for the poorest of the poor.
Here's an excerpted account put out by the Rural Advancement Foundation International (RAFI) of Canada, one of many development organizations that reacted to the news with outrage.
"The Grameen Bank's June 25th announcement that it will accept $150,000 from Monsanto Corporation to launch the Grameen Monsanto Center for Environment-Friendly Technologies is stirring a storm of controversy. The surprise move was unveiled jointly by Muhammad Yunus, Managing Director of the Grameen Bank and Robert Shapiro, Monsanto's CEO. The company's initial grant is for soft loans to Bangladeshi farmers to buy agricultural technologies including Monsanto's herbicides and hybrid rice, maize, and cotton seeds.... Monsanto ... has spent $8.1 billion in the past two years buying biotechnology companies. Its most recent acquisitions [make it] the world leader in cotton seed sales -- an important Bangladesh export crop -- and number two in maize seed."
"While Monsanto has stated that it will not provide transgenic crop seed because Bangladesh does not have a regulatory framework for genetically-modified organisms, the Grameen/Monsanto announcement is expected to put pressure on the government to adopt biosafety rules amenable to Monsanto's extensive line of herbicide-tolerant crops. Yunus and Shapiro have said, however, that the joint venture will begin by selling hybrid seeds to poor farmers. Hybrid rice and maize are incapable of breeding 'true' in the second generation. The seeds are either sterile or they produce unwelcome genetic 'throwbacks.' Although some scientists regard hybrids as a boon to crop yields, there is a growing opinion that the real advantage is that farmers are forced every year to buy new seeds."
"Traditionally, Bangladeshi farmers not only save seed for replanting, but women breed diverse seed types suited to their immediate ecosystems and economies. Hybrid seeds could more than quadruple seed costs as well as end the process of farmers adapting plants to their resource-poor soils."
Muhammad Yunus started the Grameen Bank in 1983 by offering loans of usually less than $100 to villagers, mainly women, who would never qualify for commercial credit. The bank gives peasants an alternative to the exorbitant interest rates of local money-lenders and encourages the purchase of chickens, or a cow, or a rice-husking machine or materials for weaving mats. The resulting small businesses often double or triple the income of their owners. The loan repayment rate has been an astonishing 98% -- higher than that of most commercial banks.
RAFI goes on to say, "The Bank's success has turned Muhammad Yunus into a kind of bankers' Mother Theresa. A World Bank-sponsored conference on micro-credit in Washington last year accorded Yunus rock-star status, and corporate gurus from George Soros to Ted Turner have flocked to his side." Another who joined the flock, apparently, was Shapiro, who manages to blend a noble vision of his company feeding the world with a calculated vision of farmers dependent on Monsanto products.
Hope Shand of RAFI-USA says that by allying with Grameen, Monsanto "bought a cheap distribution and finance system that not only reaches into half the villages of Bangladesh but also guarantees that the poor will repay their loans."
Since the announcement of the Monsanto deal, Mohammad Yunus has been bombarded by criticism. Here is one example, an email message sent to him on July 4 by Vandana Shiva, an outspoken critic of bioengineered seed:
"When a few decades ago, you gave a few hundred Takkas from your pocket to rural women in Bangladesh who were in the grip of a famine, you started a movement that used micro-credit to enable them to use their skills, their knowledge, their resources to build local markets for their products.
"When you announced your Joint Venture with Monsanto, you took a step to betray the interests of the women you have served so far. The ... scheme ... will create markets for Monsanto's products, not products based on the creativity of Bangladesh peasants.
"Contrary to your announcement, Monsanto's technologies are not environment friendly or sustainable. They pose a threat to ecosystems and agriculture. They will push Bangladeshi peasants into debt as they have to spend more money on herbicides, seeds, royalties and technology fees.
"You have made a name for yourself in the annals of history through your innovation and commitment to the poor.... I am sure you will not want your efforts to be hijacked as a marketing strategy by Monsanto. The $150,000 that Monsanto is giving to start the Grameen Monsanto Centre is a miserable 0.6 per cent of the $1.6 billion that it is spending in an advertisement campaign against the consumers in Europe who have rejected Monsanto's genetically engineered foods. I am sure you do not want to go down in history as the man who took the side of a corporation against citizens worldwide."
On July 27, 1998, the BBC announced, "A bank which pioneered the philosophy of small credit for the poor in Bangladesh has announced that it is pulling out of a controversial joint venture with the world's largest agrochemical company, Monsanto. The managing director of the Grameen Bank, Mohammed Yunus, said he was abandoning the project because of opposition from environmental groups."

The German defence ministry today said it had dismissed an instructor who told a soldier to imagine he was firing a machine gun on three black men in the Bronx.
"The Bundeswehr has dismissed him," a spokesman told Reuters. The spokesman said the non-commissioned officer, whose name is being withheld, had been stripped of his rank and pay.
The defence ministry is still investigating a second soldier who filmed the training scenes, but it was unclear how long this investigation would take. Yesterday, it condemned the scenes depicted in the video footage as unacceptable.
German television channels aired the grainy 90-second video clip over the weekend.
"You're in the Bronx, a black van pulls up in front of you and three African-Americans get out and start really insulting your mother ... now do something!" the instructor says in German, while a recruit lying on the ground starts firing his gun.
The soldier is heard to snigger, before the trainer continues: "Before each shot I want to hear a loud 'motherfucker'." He sniggers again and, after the order to "act", fires his machine gun and shouts "motherfucker".
The trainer tells him to repeat the action and speak up. The soldier responds by firing several more rounds and repeating the obscenity.
Germany's army has had to face a number of embarrassing scandals that have damaged its image in recent years.
These include the publication of pictures German soldiers in Afghanistan took of each other holding skulls and allegations that torture had been used during training.
BERLIN — A German army instructor ordered a soldier to envision himself in New York City facing hostile blacks while firing his machine gun, a video that aired Saturday on national television showed. The president of the Bronx, the New York City borough that the army instructor referred to in his directions to the soldier, demanded an apology from the German military and said the clip "indicates that bias and assumptions and racism is alive and well around the world."
Coming after scandals involving photos of German soldiers posing with skulls in Afghanistan and the abuse of recruits by instructors, the video seemed likely to raise more questions about training practices in Germany's conscript army. The Defense Ministry said the video was shot in July 2006 at barracks in the northern town of Rendsburg and that the army has been aware of it since January. "We are currently investigating the incident," said Florian Naggies, a spokesman for the army and Defense Ministry. He did not identify the instructor or the soldier.
